So yes, it is true, on average. It is true that a white guy can have a bigger one that a black guy, but it is very unlikely.

I can say from experience this is BS, I was married to a black man and dated a few black men after my husband and I split up, and I have gone back to dating white men. As a matter or fact I am engaged to a wonderful white man who can't wait to adopt my 2 black kids (from my husband) and spend the rest of his life with us. THe only way this saying is true is if the white woman in question has a preference for black men and find them more attractive. I'm that way, and I'm not ashamed to say I'm more attracted to black men than any other men, but seriously, many people date many races. Everyone's different.
Many "black people" as you say are not always on welfare or in a gang. There are many succecessful black men and women, and the appropriate terminology would be African American. In my opinion i find your question very ignorant.
