In Platinum, you have to get the Azure Flute (I'm pretty sure that's what it's called) via Mystery Event. Then you have to go to Mt. Coronet, and go through the mt. again until you reach the area where you face palkia and dialga. You play the Azure Flute there and a staircase will appear with Arceus at the top. I think he's level 80 at that point. NOTE: After you catch Palkia, Dialga and Giratina I'm not sure about other games...
