No. There is no such thing as a "complete set" of The Simpsons.
Al Jean announced in April 2015, The Simpsons DVD sets are being discontinued. Seasons 1 through 17 & 20 are the only sets that will be released.
The remaining seasons will be released (unless FOX changes their minds down the road) as digital downloads.

Seasons Eighteen & Nineteen have not been released nor will they be released, in fact Al Jean announced in early April 2015 that the DVD & Blu-ray sets were being discontinued. The latter seasons would still be released but as digital downloads only.
