SnO2, Tin Dioxide, is not an alloy. It is, however, the main ore of Tin (traditionally called as cassiterite). Tin Dioxide can be hydrated to yield "stannic hydroxide" or "stannic acid" since tin is amphoteric (ie., can act as base or acide).

Alloys are solid solutions of metals (and not usually their oxides or other compounds).
