Currently, we do not have the technology to achieve such a monumental task in an efficient manner. The Titanic is in two giant pieces in water 12,460 feet deep. The temperature at that depth is just above freezing and the pressure is 6000 pounds per square inch. I suppose the ship could be cut up into little pieces and hoisted to the surface, but this would be extremely time consuming and, I imagine, very expensive. That's probably why this hasn't been attempted seriously.
The Titanic was in England which was where the designed it and actually made the Titanic. The first stop was England where the Titanic where it was made over 1,000 people went on to the ship to see there family or friends but they would probably never see there family again.

The reason why Titanic was deemed as unsinkable was that it was built to stay afloat with 4 watertight compartments breached, but when the Titanic hit the iceberg, 5 compartments were breached, which was one too many
