The answer is simple: until you obtain the National Pokédex, Kanto-native Pokémon can't evolve into Johto- or Hoenn-native Pokémon. Even when the evolution criteria are fulfilled (here maximum happiness), without the National Pokédex, the Pokémon is forced to stay as it is.
You must beat the Elite 4 and capture 60 Pokémon to get the new Pokédex and your Blissey :)
There is no specific level in which Chansey evolves. Chansey evolves by love, care, and battling, and massaging. Chansey does not evolve by level.

First you need a chansey which firered and leafgreen can get then to evolve chansey it needs max friendship with its trainer it will then evolve to blissey.
Since you can't catch chansey you need to trade one from firered, leafgreen or Pokemon xd gale of darkness.
I leveled up chansey to level 37 and forgot to give it a carbos one level before and it did not evolve.
