On a 96 Ford Explore the windshield wipers only work on High and not on anything else even after changing the relay and the switch and the wiper motor what else is there to check?

the GEM module located behind the radio. it is a black box with a large connector that control wipers, 4x4 and a few other thing. expensive and fails for no good reson. i have replaced for 4x4 no engaging and wipers too.

In this case the wiring diagram needs to be compared to the physical condition of the wiring.
