If the switch is what is keeping the load from turning on, then yes, there is a voltage across the open switch.
Open pit mining is used when the materials being mined are closer to the surface. It is safer to do open pit mining than it is to do underground mining. Underground mining is only used for mining hard minerals.
It will not work because it has to be closed so the electricity can go to the bulb.

You need to come up from underneath it, there will be a button to press to blow the ceiling open (which is under the fountain). You'll need to explore though, to be able to access that underground area.

You can't open the front of the cell. You have to go in the back way. Throw the switch in the dungeon and then go back out. You can enter from the tunnel to Mordred's secret underground lab. (see the related question)
