no it is just the blond kid, you have to go to the Galactic HQ in veilstone in order to advance further into the game

ok. this'll be long. First go east of floaroma town to the Vally Windworks. On your way a little girl will stop you and ask to save her papa. You will battle a Team Galactic Grunt at The Vally Widworks door, after you beat him, he will enter the building and lock the door. Go back to Floaroma town and heal your Pokemon, go to the path north at the west corner of town, and you will see 2 Team Galactic members trying to persuade a man to give them his honey.
