It is to the left of the Team Galactic Headquarters (Galactic Veilstone building), but you have to go around the Pokemon Center and Veilstone department store. Once your behind the department store go up the stairs and there is the door. (Galactic grunts might be guarding the entrance, so beat Maylene, the gym leader. To get to her gym walk to the very bottom of Veilstone City, then walk al the way to the right. Go up the stairs and continue walking up until you get to her gym. It is located here for both Diamond and Pearl.
How do you get the TM fly in pearl?
You need to defeat the gym leader before you can get it. After you beat Maylene (The Gym Leader) heal at the Pokemon center (this is optional but I suggest you do). After you heal at the Pokemon center go to the Galactic Warehouse (you will see it when you get to Veilstone City) and team up with Dawn or Lucas and beat the Galactic Grunts and go in the warehouse and pick up HM02!
