It depends. If the citizens are truly in need, meaning that the person is mentally or physically disabled, then government care is simply the noble thing to do. However, if the person is able to work and fend for themselves, and are simply too lazy to do anything for themselves, then it is nothing more than abusing a program intended to help those less fortunate than we are.
