Neither side wanted to recruit black soldiers at the beginning.

When the Northern armies liberated Southern slaves, they had to do something with them, and put them to work around the camps, eventually allowing them into the ranks, when junior white troops saw this as an opportunity for promotion.

The Confederates did not consider putting the slaves into uniform for years. When one General suggested the idea, the comment was scratched from the records. Not until Lee was appointed General-in-Chief, only weeks before the surrender, did they start planning this, but by then it was too late to make any difference.
