It wasn't an actual system as we view it today. Its more of a blanket term that we use to identify certain types of abolitionist behavior in antebellum america.

Notably, the infamous Devil's Island was part of this penal colony system. Additionally, scientists, explorers, and settlers were sent to study and develop the region. The transportation system was part of France's colonial strategy during that era.
