Turtwig. Easy throughout the game and easy at the E4.

Actually, I think all are great.

Turtwig will become part Ground type when it evolves, thus making it easier to defeat Poison type opponents with Earthquake. As you know, Poison type opponents usually have Poison Gas or Toxic to make your Pokemon GO into the poison state, so Turtwig will be perfect for that. And even though it cannot beat Ghost type Pokemons with its Grass and Ground type (because of Levitate), it can also learn Bite, a Dark type move when it is a Grotle, considering whether you let it evolve or not.

Chimchar will be great for speed, and it can take down its one of its original weakness, Rock type, when it evolves. As you know Rock type is strong against Fire type, so that is taken care of. But then you know how you meet a lot of trainers with Starly or Staravia, that, your Monferno or Infernape is at a disadvantage because Flying type is good against Fighting type. And also considering that one of the Elite Four uses Psychic type Pokemon.

Piplup is great for, well, defending when it evolves into Empoleon. It will be immune to Poison type attacks because it is part Steel type, making it great for fighting Poison type Pokemon since it won't go into the poison state. And it will learn Drill Peck, making it easier to defeat Roselia or Roserade, and it won't get poisoned (you know the reason) by their Poison Point ability, which is of course great.

Pick your choice, they're all great at something, but Poison type Pokemon are really an annoyance, Golbat is an example, since it learns a lot of other confusing moves like Supersonic and Confuse Ray. So in this case, Piplup or Turtwig will be good. And also, Turtwig is slower than Piplup, but has high attack and defense. Chimchar has high speed and attack, but mostly lower defense. Piplup is slow, but its attack and defense is balanced, I think?
