Well, assuming that the film is already in a daylight can, the very first step would be the pre-wash. Fill the tank with water, and leave for a minute, then dump out.
However, the developer is often recognized as the first step. With the developer, it is poured into the can, left for a certain ammount of time, and then poured out. The ammount of time that it is left in depends on the developer you are using, the film you are using, and the temperature of the developer.
