in pastoria there should be a galactic guy outside the marsh. Talk to him, he should walk away. Follow him, and when you find him talk to him again, he should walk away. Continue this repetitive sequence and he should battle you eventually. Then either he gives you the key, OR Cynthia comes and gives you medicine for the psyducks OR you have to go to the team galactics headquarters and a guy outside gives you a key. I can't remember which, sorry.
