Yes, many youth have commited crimes. they are protected under the youth crimanal justice act. I know of people who have commited crimes and are not adults yet. Adults commit more crimes but youth still commit some of them.
They think it's cool or fun. They have no idea what stupid things they are doing, usually.Some people have mental issues, so they do evil things. It's hard to help themselves, but really, they still have control over themselves.Some people find it necessary, or fair, because life is hard for them and they are poor. Others do it to get attention from their parents, like Piper McLean from The Lost Hero.My advice to you: Never commit a crime, even if you are in a tough situation.

It is racist in the way that the world is racist. The majority of the people they arrest are nonwhite. Unfortunately that is how the world (at least the USA) is. Statistically nonwhite people in the USA commit more crime. This is because of socioeconomic status, but there it is. Drug addicts junkies are more likely to commit a crime as they need to feed their habit every single day a few times a day for some of them so where else are they going to get the funds to pay for their habit if not commit crime every day also

There's a bit more difficulty in proving it, because the prosecution has to show that you knew that a crime was being planned and that you willingly (or knowingly) participated in that planning, but it's still a crime.Also, note that you can possibly be charged with a crime even if you are apprehended before you can actually commit the crime.
