Edward can not read Bella's mind while he is in her shield. At the very end of Breaking Dawn Bella, after learning more about her shield and how to use it, trys very hard and allows Edward in but only when she trys very hard. Bella has a sort of secondary shield in her mind that protects her in the bigger shield so if that shield breaks down shes still protected but everyone else is not.
