Because in Twilight she has a shield that protects her from all vampire she just doesn't know it and how to control it. But in Breaking Dawn (4th Book) when she becomes a vampire her special power is having that shield and controlling it and casting it over other people with. So she puts down the shield for a while giving Edward once to read Bella's mind.

At the very end of Breaking Dawn Bella, after learning more about her shield and how to use it, trys very hard and allows Edward in but only when she trys very hard. Bella has a sort of secondary shield in her mind that protects her in the bigger shield so if that shield breaks down shes still protected but everyone else is not.
