yes, barges were used in 1947 to create grand beach. The Manitoba provincial government contracted a subsiduairy shipping firm of the Hudson's Bay company to transport sand from the noth west basin of lake Winnipeg to the shores of what today is called grand beach. It took four years to complete , with surplus piles of sand deposited behind the beach. The initial plans called for grand beach to be an isolated island of sand and beach reached only by ferry. the initial plans ran into financial difficulties, and the current man-made lagoon behind the west beach is 20% partly completed. Today grand beach is technically a peninsula. There has always been plans over the years to complete the island , however the current provincial government has never tabled any bills in parliament that would complete the island project , estimated today to cost Manitoba tax payers 500 million dollars.

My family has lived in Grand Marais since 1914, and all the pictures from back them show the beach and dunes the same as they are today. With the exception in the sixtes when the government took over the park the lagoon had islands built for a Golf course that was never finished.
