Zombies generally come from graveyards as their corpses become reanimated. And as we all know, cemeteries are always covered in a thick coating of fog at night. So it is hard to say as all zombies eventually come out from a fog-covered graveyard at some point.
Both sand and fog slip away from a person's hand....which is what happened to the house in this movie. It didn't belong to anyone in the end.

The Fog was filmed in 1980 by the director John Carpenter (Halloween, The Thing, Escape from New York). Another movie with the same title was filmed in 2005 and directed by Rupert Wainwright.
