The success and failure of any major changes in a nation's policy will always be disputed but the basics are that it was a resounding failure, based on:
1. A lack of commitment from the Executive Branch of Government
2. A lack of funding for long term changes such as education and enough troops to curb racial violence.
3. Fear from the general white population about the changes that were to take place, causing massive resistance and fueled radical groups.
4. Failure of the Supreme Court to uphold the amendments to the constitution.
Many of these failures were not rectified until the latter half of the twentieth century, and there are still feelings of resentment in areas of the south where relief from Jim Crow oppression came late.
You won't find much on the positives other than for the early part of reconstruction several laws/amendments were passed that would eventually be enforced...even if it was 90 years later, also universities and other institutions became slightly more willing to accept black students, even though their prospects were severely hampered when they had to face discrimination and reduced job prospects upon graduation.
