The slave states remaining in the Union were mainly border states. The "border states" economy wasn't as dependant on slavery as were their southern cousins. One Southern congressman even stayed in congress during the war. Vice President Andrew Johnson was also a strong supporter of the South and paid for it after he became president.

The Border States, or the Buffer States.
The last four states to secede were Tennessee, North Carolina, Virginia and Arkansas. The border states were Kentucky, Missouri, Maryland and Delaware, later joined by the new breakaway state of West Virginia.
Slavery was legal in the border states. However, since they did not secede to join the Confederacy, they were not included in the Emancipation Proclamation.
