A 17 year old can have many reasons to move out but that does not make her legally emancipated. If she is in distress, she can ask the court to decide. But if she does not have any money, it would be difficult to find a place to live and could be getting into even more problems. She should speak to a school councilor or a minister/priest/rabbi.

That boy/girl that is bullying other kids may get bullied at home so they end up taking out their anger on other kids. 3.
