yes all of the kages meet after the destruction of konoha. the raikage calls the meeting to discuss the actions of Sasuke Uchiha. The raikage thinks that sasuke killed his brother (the 8 tailed jinchuuriki) and demands that konoha takes action against Sasuke. Danzo, who was appointed the 6th hokage after Tsunade slips into a coma from Pain's attack, has no problem with this.
