It was Scooby Doo, but properly said, rut-ro.
I believe the cartoon was Klondike Kat. "Savoir Fare is everywhere" was another quote from this cartoon. I think Savoir Fare's dog that pulled his sled was named Mellimont.

No, it's not a Tom & Jerry cartoon, but it is an MGM cartoon made around that time by Tex Avery. I believe the name of said cartoon is "Counterfeit Cat".It's the cat that is saying "Bow Wow!" trying to get that bird and bribing the dog guarding said bird with bones. When he gets busted by Guard Dog, Cat looks at Guard Dog and smiles "Bow Wow?" At that point, Guard Dog holds up a pair of dog ears Cat had stolen from another dog earlier in the film, and he shouts, "Meow Wow!" My favorite Tex Avery cartoon.
Usually in cartoons, a dog would bury their cartoon bone. An example of this would be Dino in the cartoon The Flintstones. Also, a dog may eat their bone in a cartoon.
