I think you must be talking about froslass, froslass is not a legendary Pokemon as it can be bred with a ditto in the day care or with another Pokemon of the opposite gender so it isn't legendary. i hope this helped :)
Breed? I think you mean Gender. A Ditto doesn't have a gender. You can breed almost any pokemon with Ditto, Legendaries like Darkrai, Cresselia, Dialga, Palkia, Giratina, Deoxys, Raquaza, Kyogre, Groudon, Articuno, Zapdos, Moltres, Azelf, Uxie, Mespirit, Ho-Oh, Lugia, Suicune, Entei, Raiku, Mew, Mewtwo, Jirachi, Celebi, etc. can't be bred, and also Pichu, and small pre-evolutions can't be bred either. The gender of the pokemon you're breeding it with doesn't matter. Make sure to talk to the Day-Care man to see if your pokemon are compatible. If he says "The two prefer to play with other Pokemon" then they will DEFINATLEY not have an egg. If youbreed a evolved Pokemon, such as Typhlosion, then you will end up witha Cyndaquil( You won't end up with a Cyndaquil unless you breed a Typhlosios, Quilava, or Cyndaquil. All you have to do is put your Rotom in the Solaceon Day Care with a Ditto and wait! Any Pokemon, regardless of its gender (or lack thereof) can be bred this way, save for all legendaries but Manaphy. And if you DO breed Manaphy, the result will always be a Phione, which does NOT evolve. Best to note that Rotom and Lucario are not legendaries, though many think they are.
Turtwig is a Pokémon, and as such, it does not have a gender in the same way that animals do. In the Pokémon games, Turtwig can be either male or female, but the specific gender of an individual Turtwig would depend on its random assignment when it is encountered or bred.

Legendaries cannot be bred. They do not belong to any Egg Group, and therefore cannot produce eggs (they also have no gender in most cases). Without cheating, Legendaries cannot be bred.

Almost all pokemon with evolutions can be bred. Legendaries can not though.

Any Pokemon that is not a legendary Pokemon can be bred. An example of a legendary Pokemon would be Heatran, or Ho-oh. Any normal Pokemon, like pikachu, can be bred.
If I am remembering correctly, have the female breeder (or ditto regardless of pairing if ditto is being used) hold the everstone. Your bred Pokemon has a 25% chance of having the nature of the Pokemon holding the everstone.
all Pokemon except rare and legendary Pokemon. also you cannot breed genderless Pokemon. simply put two Pokemon of opposite genders in a day car together, and in a little while they will have laid an egg. put the egg in your party and run around a lot with it. the amount of steps needed to hatch it vary from Pokemon to Pokemon, but eventually it will hatch and should give you a Pokemon of the same type you bred to get it. also, breeding rare Pokemon with a gender, like eevee evolutions with ditto (from Pokemon firered) will get you another eevee or Pokemon that you bred with a ditto.
Mew does not have a specific gender therefore cannot be bred.
If by cloning, you mean to get an egg from two Pokemon, then yes. You must go to the day care center on the island, I don't quite remember which number it is (but it's the center that you can store two Pokemon in). There, you either use a ditto and a Pokemon, or two Pokemon of the opposite gender. Please remember, certain Pokemon cannot be bred.
No legendary Pokemon cannot be bred
