Once you defeat the guard blocking the entrance to Valley Windworks, go back to Floaroma Town. You are now able to enter the northern part that was previously blocked by grunts. Once you defeat the grunts, you now have the key to enter Valley Windworks.
There is no code. The secret entrance with the maids blocking it cannot be acccessed. Its just there to puzzle people i guess.

You go back to LilyCove Town and go on the beach. Enter the Magma hideout, the Grunts won't be blocking the entrance anymore, and have a look around.

Beat all the grunts in the hideout and stop the Electrode in the hideout.
After you beat Maylene the third gym leader go to the entrance of the Galactic Hideout you will see Dawn with two Galactic Grunts that stole her poke'dex you have to battle them and you kill Dawn's Clefairy. Then she uses Monferno.

You have to get the silph scope. To get this you must go to the game corner in Celadon then go to the poster at the back to reveal the team rocket hideout, you must then battle through the hideout then beat the leader who will give you the silph scope so you can see ghosts, you can then defeat the ghost blocking the way and continue up the tower.
Beat the Pokemon league
Defeat all trainers in the pokemon tower in Lavender Town (Rival, Channelers, and Rocket Grunts) then defeat everybody at the Rocket Hideout in the game corner in Celadon City (Rocket Grunts and boss Giovanni), then you will be able to enter Silph Co. in Saffron CIty (Rocket Grunts, Rival, Boss Giovanni).
Because you will need a lift key,which one of the rocket grunts hold.He is in the third floor
