Once you defeat the guard blocking the entrance to Valley Windworks, go back to Floaroma Town. You are now able to enter the northern part that was previously blocked by grunts. Once you defeat the grunts, you now have the key to enter Valley Windworks.

when you get to floarama, go north 5 steps, then east as many steps as you can make until you get to the bridge. a little girl will be standing in the middle, and then you have to talk to her. she will say the galactic grunts got her dad, and you go to the valley of windworks to go and help her get back her dad from the grunts, and the last Pokemon that the mars sends out would usually be purugly. watch out for purugly's scratches, if you have a Pokemon below level 15.
