Piggy believes that Ralph is a good leader because he trusts Ralph to remain civilized unlike his opponent, Jack. Piggy also suports Ralph out of a feeling of self preservation because as he says about Jack, "He can't hurt you: but if you stand out of the way he'd hurt the next thing. And that's me."

Ralph was the first one to call all of the boys on the island to the beach. The others saw the conch as a symbol of power and order, and as Ralph had possession of it, he was seen as fitting to be the leader. Another thing to consider is the fact that only one other boy nominated himself to be the chief: Jack. However, Jack made a horrible first impression on the others by acting snotty, overdemeaning, and generally a jerk, making Ralph a much more suitable option.
Becouse he represented common sence, he didn't lose his humanity like Jack did.
