It means Canada has yet to update it's Constitution. Constitutional Monarchies are ruled by Royalty within the limits of a Constitution. In the case of Canada that was British Royalty but not since 1982. In 1982 all political ties to Britain and their Royalty was severed, giving Canada total control of their political system and removing any role, other than ceremonial, for British Royalty in Canada.
For political reasons Canada fears updating it's Constitution as it would challenge the special status many individuals and racial groups have. This is because there is no room for such special status in a modern, fair, and democratic Canada comprised of many people from many backgrounds and histories.
