Even those without much ability or talent are viewed highly by those with no ability or talent at all.
I've always intrepreted this saying in the same way...but just recently looked up the story from which it was taken...
"The Country of the Blind" By H.G. Wells.
In the story, a mountain climber slips and falls down the far side of a mountain, arriving in a fictious country where sight was completely lost over time through disease-stricken genetics.
The Main Character recites the quote over and over in his mind, as he sees an oppurtunity to take advantage of his "gift".
But the citizens had managed to sharpen their other senses and having never experience sight view him as a madman, or simply having an overactive imagination. At any rate, he never gets to be king.
So there is actually a healthy dose of sarcasm in the saying, at least it proves to be false in the case of H.G. Wells.
