Indian Police Service (IPS) is an All India Services (AIS). There are two more AIS, namely Indian Administrative Services (IAS) and Indian Forest Services (IFoS). The Constitution of India has asked for the creation of few more AIS such as All India Judicial Services, among others, but the Parliament is yet to take a final decision regarding this.
Needless to say, IPS is one of the most powerful Government Services of India. IAS might have more power and glamor, but it is the IPS which has more responsibility in the contemporary times of increasing internal violence like Maoists problem and various other issues. There is no denying that an IPS officer can make a positive change in the life of a common man with the power given to him/her. The internal desire to serve the motherland has compelled innumerable youths in India to choose IPS even though their ranks in the Civil Services Exam are sufficient to become an IAS.
In this article, we will have a cursory look on the prevailing salary and other facilities of IPS officers in India. The salary structure will change after the implementation of the seventh pay commission.
You should also keep in mind that salary and perks are not the prime stuff which makes Indian youths to dream about becoming an IPS officer. It is more than salary. It is commitment. It is intense internal desire to serve the common man. It is the will to protect India from various malaises. You should NEVER compare salary of IAS and IPS officers with that of private executives with almost similar experience. The reason is simple and quite obvious.
Pay Scale of IPS Officers
Junior Time Scale [Pay Band - III]
Rs. 15,600 - Rs. 39, 100 with Grade Pay of Rs. 5, 400.
This is the first pay scale given to an IPS officer. This scale starts when he joined the Service as a trainee. The pay scale continues till he gets the first promotion. Usually, Deputy Superintendent of Police (DSP) and Assistant Commissioner of Police (ACP) work under this pay scale.
Senior Time Scale [Pay Band - III]
Rs. 15,600 - Rs. 39, 100 with Grade Pay of Rs. 6, 600
There is a change in the Grade Pay with the first promotion of an IPS officer. You should keep in mind that there is no guarantee of a change in the rank with this promotion. To an extent, it depends on the administrative set up of the state where that IPS officer is posted. In majority of state, you will find DSP and ACP rank, even with this promotion.
Junior Administrative Grade [Pay Band - III]
Rs. 15,600 - Rs. 39, 100 with Grade Pay of Rs. 7, 600
The Pay Band remains the same with change in the Grade Pay. This is the first major rank promotion you will observe. The Superintendent of Police (SP) works with this pay scale. Deputy Commissioner of Police (DSP) also belongs to this pay scale. Calculating this scale (which may have slight difference depending on the state of posting along with rank) will give you an idea about the monthly salary of an SP.
Selection Grade [Pay Band - IV]
Rs. 15,600 - Rs. 39, 100 with Grade Pay of Rs. 8, 700
Here, you will find the first major change in the Pay Band. Now, IPS officers are working under Pay Band IV which makes it possible for them to get high take home salary. You may find Senior Superintendent of Police (SSP) working with this Grade.
Super Time Scale [Pay Band - IV]
Rs. 37,400 - Rs. 67,000 with Grade Pay of Rs. 8,900
The next promotion doesn't make any impact on the Pay Band of an IPS officer. However, as you can see in the above figure, he gets quite a high increase in the pay scale. If you wonder about the take home salary of Deputy Inspector General (DIG) or Commissioner of Police, then just calculate this pay scale (keeping in mind the state where the IPS officer is posted). You will get the figure for the salary of DIG and Commissioner of Police.
Super Time Scale [Pay Band - IV] - Senior Administrative Grade
Rs. 37,400 - Rs. 67,000 with Grade Pay of Rs. 10,000
At this scale, an IPS officer generally works as Inspector General of Police (IG).
Above Super Time Scale
Rs. 67,000 - Rs.79,000
This is generally the highest pay scale where majority of IPS officers retire. You will find the chief of CBI, IB and RAW, among many other central government institutions working with this pay scale. Needless, this pay scale is less about take home salary and more about responsibility and power.
Apex Scale
Rs. 80,000
The Sixth Pay Commission has fixed the pay of the highest pay scale. There is nothing like Pay Band or Grade Pay. Director General of Police (DGP) generally works at this scale (though, you may find many DGP with Above Super Time Scale).
IPS officers Association is not happy with the current salary structure of IPS officers. They are asking government for urgent review of the entire structure so that bright youths can attracted towards it. Further, better salary and facilities may help them to keep away from corruption. Let's see what is there in the store for them in the Seventh Pay Commission which has already started to work.
