You have to qualify this question, because it is easily possible to spend nothing on a movie which is then never released. A more significant question would be, what is the cheapest movie that was commercially released? I suspect it is the infamous "Plan 9 From Outer Space" directed by Ed Wood, and starring Bela Lugosi in his last performance (he died while making the movie).

As the above answer says, plenty of movies are made with very little money but no one ever sees them but from lists found on the internet of movies with low budgets that became profitable [compared to their budgets] or well known, it would seem that Primer from 2004 might be the lowest budget successful film. It was made for $7,000 and brought in $565,000.
I did find another film, Following from 1998 which had a budget of $6,000 but wasn't as successful with $48,000 box office.
Also on a side note, regarding the above answer's Plan 9 from Outer Space, it should be noted the budget for that film was $60,000 so clearly not the lowest.
