If a tom has kits, it makes no difference; he can still carry on with his normal duties. Female leaders are not encouraged to have kits, but they can make it work if she does. Usually she moves to the nursery while the deputy takes over her duties. Read the "SkyClan and the Stranger" manga set to see how this works.
