They have made regular posts to advise what is going on and their best estimates of when service will be restored. I know you want an actual date for the answer. Only Sony will be able to say when the system is up and they have only said what is written below or available at the related links messages of May 10 and May 7 and the related question. Any other answer is not from them and is a Guess, Prank, or earlier estimate
The PlayStation network has been shutdown since April 20 2011 after they learned they learned of a network intrusion. Information on the actual Intrusion is limited by security considerations and criminal procedures. Latest Sony post under related link of May 7 said the planned procedure to restore services regionally first week of May 2011 has been delayed while it is being tested and the May 10 message said that they were unable to provide an exact date and would be at least a few more days. There also was several messages about starting a program to provide customer bonuses. The posts at the related link will have the latest and best information that has been provided directly by Sony and is the only source for new information available. PlayStation Home is exclusively on the PlayStation 3. To get it, go under "PlayStation Network" on your PS3's menu and select the "PlayStation Home" option - it will then download the software for you to go on.

You can cancel your PlayStation Plus subscription by going into 'Account Management' under 'PlayStation Network'. While in 'Account Management', go down to 'Transaction Management', go to 'Services List' and select 'PlayStation Plus', from here you can select, "Cancel Automatic Renewal' or 'Restart Automatic Renewal'.

If you keep your PS3 up to date, it should be on your XMB under PlayStation Network. Select it and it will prompt you if you want to download it. Select "Yes" and it will download PlayStation Home.
You might be asking about the Playstation Network (PSN) because PS3 does not have Live. Live is what the Xbox 360 calls it's Network. PSN can be seen from a laptop or a PC and you can sign in to your PS3 or Playstation Network Account. You can not play online games and you do not have the same capabilities as from a PS3 for the Playstation Store.
