It could be argued that the lowest land point in Canada is the George Massey Tunnel, in Delta BC on the Canadian West Coast. This automobile traffic tunnel extends under the South Arm of the Fraser River. At its lowest point, the road-bed is in fact 22m (72ft) below sea level, making it the lowest land point in Canada.

The lowest elevation in Canada is sea level. No part of Canada is below sea level. Any city with coastline on either of the three oceans would qualify as having the lowest elevation.

Of course, I know someone is going to come along and tell us that the level of one ocean [the Pacific, I think] is slightly lower than that of the others.
