You can`t get it anywhere.The only game you can get it in is Red Version by doing a glitch.
Actually you can get Celebi. First you need the National Pokedex then fly or walk to Solaceon Town and go to where all the unknowns are. Next you will need to defeat 100 unknowns. After doing that you have to go down to the place with the writing on the wall and where the 4 pokeballs are/were, and you have to read the wall writing 2 times. After that Celebi should show up. This might work better on Pearl or Platinum, not too accurate with Diamond. Well I hope I helped. Good Luck!
Well you have to walk like 1500 steps before they lay an egg. So if you are just standing there you are obviously doing it wrong. Take your bike and run around a lot.
Go to Snowpoint city, go to the house in the top left corner of the city, inside the house, there is a young, blond-haired girl. Talk to her and she will ask you if you will trade her a medicham (catch in mt coronet). After catching medicham, go back to the house in snowpoint with medicham in your party (doesn't have to be in first slot) and talk to her and say "yes" to trade. Through the trade the girl will give you a haunter nicknamed "gaspar". (To evolve haunter, trade it and it should evolve). But when you receive haunter, it will be holding an everstone, so it will not evolve into gengar. Take away the everstone, do another trade and then trade it back to get a gengar (as already mentioned). You can also dig up everstones underground after getting national dex. Hope I helped (PS. I found this out by doing it on platinum, but don't worry, it was tested on diamond and worked.Also works for pearl and platinum.

no you can't get him in Pokemon diamond or pearl without doing anything and just looking on a route. you have to put Firered in the bottom(slot where the Gameboy goes) of your DS, and go on route 205 ( Floaroma town side) and Valley Windworks to find Elekid, which you can evolve into Electabuzz.
