what?New Answer:You have to migrate Seel from Pokemon Firered or Pokemon Leafgreen. To do that get the National Dex (finishing your first pokedex, then talk to P. Rowan) then go to the Pal park, Just surf south of Sadgem Town, and go to the building of the Pal Park. Save and turn off your game. Insert either Firered or Leafgreen in your GBA slot and turn it on again. Select the option "Migrate from ..." and select your Seel from either game. Then you are able to catch your pokemon. It is a 100% catch rate so don't worry.
