Earthquake is power 100, and also a physical move. Dragon Claw has lower power (80) but is a special attack, and only resisted by steel types. It depends on the pokemon you'd be teaching this to.

It is quite a good set but i wouldn't have outrage and dragon claw, in my opinion i would go with dragon claw but that's your choice, switch the other move out for something like roost (if you wanna keep it in there for longer) or ice/fire/thunder punch (if you want another attacking move)

I say Flamethrower, to get rid of Ice types and more. You should have at least 2 dragon type moves, I suggest Draco Meteor and Dragon Claw. (TM Dragon Claw can be found in Mt. Coronet.) You should have Fly,too. You need someone who can fly you to other towns, plus more type coverage. If you use this moveset, Dragonite should have some EVs in Sp. Attack and Attack. Might want to get his speed in the 100s.

Give it solarbeam (since it'll take out ground/rock/water all of fire's weaknesses) and earthquake (to get rid of electric) and then give it flamethrower and fireblast - those are great fire moves.
