In order to get a snorunt in emerald you have to go to mosdeep and surf behind it until you reach Shoal Cave. Then you go to the room with the slippery ice. In the room is a Nevermeltice and TM07-Hail. keep searching until you find one. I think snorunt are rare so if you want catch one and then catch some more with repeat balls. you can make snorunt evolve into Glaile or you can migrate it to a Pokemon DS game (it has to be a female) and make it evolve into frosslass with a Dawn Stone.
