A metal film capacitor is an electrical part that holds energy electrostatically inside of an electric field. The capacitor has a dielectric which separates two electrical parts which are made out of thin film.

Metalized film capacitors are capacitors made of organic plastic film as the dielectric, metalized film as the electrode, and made by winding (except for the laminated structure). The films used in metalized film capacitors include polyethylene and poly Acrylic, polycarbonate, etc., in addition to the winding type, there are also laminated types. Film capacitors with polyester film as the dielectric are called metallized polyester film capacitors.

Polyester film capacitors are used in DC and pulse circuits, and metallized polyester film capacitors are used for filtering, DC blocking, bypass coupling, noise reduction, etc.

The effective resistance of the capacitor reduces the ripple current through the capacitor making it less effective in its function of smoothing the voltage. But if the capacitor filter is fed by a transformer and diodes, the resistance of the transformer exceeds that of the capacitor.

You can see if the capacitor charges and discharges with an ohmmeter. You can check the value of the capacitor if the multimeter has the facility. With an ESR meter you can establish the value of the capacitor while in circuit.
