It is Azelf, one of the 3 lakes of Sinnoh. (One is hidden, well, not really) You must catch/defeat Giratina first though. It's at lake valor. To go and find it, you must have the HM surf, then go to the lake, use it in the lake and to the the middle island. When your in there, it will be there. Oh and you can only catch it once so it you want it, don't defeat it.
