latches, locks and other operating devices shall be installed

(1219 mm) maximum above the finished floor. Locks
used only for security purposes and not used for normal
operation are permitted at any height.

Commercial doors are prepped for locks with the lever or knob height at 40 5/16" above the finished floor (AFF). One commercial door company height is 38"AFF. At no time can you have the lever or knob more than 48" AFF. It will not meet the ADA requirements if it is that high.
