The person most credited with creating the Canadian Charter of Rights and Freedoms is Pierre Trudeau, Prime Minister of Canada from X to X, and X to X. The Canadian Minister of Justice at the time the Charter was enacted, Jean Chretien, is also given substantial credit. No doubt, they were ably assisted by legal counsel and civil service staff.

In addition, the overall constitutional amendment that included the Charter was negotiated and agreed among the Premiers (legislative prime ministers) of Canada's ten provinces, in addition to Mr. Trudeau. Queen Elizabeth had a lot to do with the charter of rights, she had to sign the charter of rights and had to proof read it.
