Moving electric charges generate a magnetic field. This isn't a theory, it's a simple demonstrable fact. There really isn't a theory why this is true, it's just something that istrue.

"Spinning" charges also generate a magnetic field. I've got "spinning" in quotation marks because this applies also to charges that aren't actually physically spinning, but have a non-zero quantum spin number.
