There is no difference between a gram panchayat and a village panchayat. A gram panchayat is a self-government institution at small town level or village in India. It has an elected head called a sarpanch.

The Gram sabha elects the pradhan and the panchs of the panchayat.The Gram Sabha can remove the Pradhan and the Panchs of the Panchayat by passing a resolution by two-third majority.The village and it deliberates on the taxes proposed by the Gram Panchayat and votes on imposition of taxes.The Gram Sabha considers the audit and the administrative reports of the Gram Panchayat.The Gram Sabha passes the Annual Budget of the Gram panchayat.The Gram Sabha elects the members of the Gram Panchayat and Nyaya Panchayat.It frames rules and regulations about the mutual behaviour of the villagers. While the main object of the gram panchayat is to improve the condition of the village and to help in the progress and development of villagers.The Panchayat of a village tries to make the village self-sufficient.It also aims to resolve the mutual disputes of the people of the village.

grama sabha the are there .the can express their greviance,discuss the issue etc.but in gram panchayat only members elected by each village panchayat are there, that is elected represntatives
