Low fantasy usually involves a 'real world' setting, where people are normally rational-type beings and magic/ supernatural things do not happen or are not recognized as such by most of the 'normal' people. Basically it means that the book setting or world does NOT commonly recognize non-rational events - this does not mean that they do not happen in that setting, though. Usually such events are 'clouded' or 'blocked' from the "public's" view or knowledge, and the prevention of that ever being revealed is used as a stress-point for the characters in the book. The line between good and evil is not always easy to tell in low fantasy book sometimes.

Jim Butcher's "Dresden Files" series is a good example - ALL magic and magical/ strange creatures are kept hidden by spells, and revealing any of this results in a nasty visit from a group known as "The Council". Offenders are usually ... permanently removed, trapped, or killed.

High fantasy usually involves a world setting completely different from anything 'normal'. There are usually many races of creatures, magic is known to all as existing(even if magic use is extremely rare). Some high Fantasy Books may not even have magic, but they are still considered high fantasy because the world setting is so different from anything Earth-like. Often a very narrow 'white vs. black' or 'good vs. evil' view is featured in high fantasy as well, with very little 'grey area' for the reader to to consider.

Tolkien's "Lord of the Rings" is a perfect example of high fantasy - multiple races, magic is known about and even seen occasionally in the form of weapons or other items, even if there are relatively few that use magic.
