First of all, get a well-qualified lawyer. If the biological father is willing to sign off, it could be a very simple procedure. However, if he wants to be involved in the child's life, it is highly unlikely he can be excluded unless it can be proved that he abandoned the mother and/or child, has not provided any emotional, physical or financial support, and/or has not demonstrated any interest in the child. In that case, the court may deem him to be "unfit" and cancel his rights to the child. In a situation where this is only marginally true and the biological father is adamant, it could end up being a long fight, so be financially and emotionally prepared.

When they are considered adults, age 18. Considering a 18yo is still very much a teen though and have lots of growing up to do i would suggest you contact the parents first to find out how the child is and has been during these years. You don't want to shock the child, especially if the child does not know they are adopted. Send the parents a letter and include a letter in it to the child. Let them tell him/her you are looking forward to meet them. Letters can be a great start since you can really think about what you want to say there.
That depends, on a couple of things. First is any money owed to the state, if you received state assistance the state will require to be paid back some of the funds. Second, if there is no court order in effect that states the back support could be nulled then he still owes. This answer above is correct, but to make it a little more understandable I wanted to add that my husband just legally adopted my daughter from my first marriage. My ex had not contacted her for more than 6 months and had nothing to do with her, so he couldn't contest the adoption. He is no longer liable for current child support, but still owes all the back child support. They will still collect his tax returns or any other moneys he is due like paycheck with holding.
United StatesYes. That child has legal rights as his father's biological child. First, that child has the legal right to be financially supported by his father. Second, that child may have inheritance rights according to the law in the particular state or other jurisdiction. In the United States a minor child he cannot be disinherited if his father dies even if his father leaves all his property to someone else in his Will. His mother could file a claim against the estate. As an adult he can make a claim against the estate in some jurisdictions if his father dies intestate, or without a will.

Assuming you mean, "not the man's biological child," - the judge must first determine that the man is the child's father by, e.g., marriage to the mother at time of conception/birth, adoption, DNA testing, acknowledgment of paternity, etc.
First, he should introduce himself, but yes. see link
No. It's always the biological parents who first has the obligation to support their child, not the state.
Who legally adopted the child? If the mother's new husband legally adopted the child, then the biological father's parental rights had to be terminated first. Which means that the biological father is NOT obligated to pay child support anymore. The new adoptive father has taken on all rights and responsibilities for the child.
