I think it has some kind of religious connotation. In convents and religious houses there was a regular custom or period calle the Magnum Silentium which means just that in Latin. All communications except obviously emergencies were ( shut out) at certain hours of the day or night- set apart for meditation, etc. This should not be confused with the so-called Silent Orders which carried this practice on to excess. Does sound like something religious.
